Measurement questions

Use the strongest evidence the context permits.

Are photographs sufficient evidence?

They can confirm placement and aspects of delivery. They do not establish awareness, trust, participation or commercial impact by themselves.

Should all partnerships collect leads?

No. Lead collection must fit the objective and provide a clear, consensual value exchange. Many community or awareness partnerships need different evidence.

What if no baseline exists?

Record a starting observation or state that change cannot be estimated reliably. Do not manufacture a historical comparison.
